Connecticut State Police Troopers Promoted

The Connecticut State Police promoted two Troopers during a ceremony on March 4th at State Police Headquarters. James C. Rovella, Commissioner of the Department ofEmergency Services and Public Protection, and Colonel Stavros Mellekas, Commanding Officer of the Connecticut State Police, formally promoted the Troopers in a socially distanced manner.
 
The two Troopers are State Police veterans with decades of experience as Patrol Troopers, Detectives, and Command Staff. The following Troopers were promoted:
 
Lieutenant Colonel Jack Goncalves Lieutenant Colonel Goncalves was promoted from Major and
will now serve as Commanding Officer of the Bureau of Professional Standards. He most recently served as Commanding Officer of State Police Central District Headquarters. During 24 years as a Trooper, Lt. Colonel Goncalves served as Chief of Staff in the Office of Field Operations, and as Commanding Officer for the Traffic Services Unit, Governor’s Security Unit and the Counterterrorism and Cyber Crime Unit. He has also
served as the Commanding Officer at Troop G in Bridgeport and Troop H in Hartford, Master  Troop B in North Canaan, and Sergeant at Troop L in Litchfield. Major Goncalves has earned the Medal for Bravery, Medal for Outstanding Service and a Unit Citation. He holds a B.S. and M.S. in Criminal Justice, as well as a Graduate Certificate in Advanced Investigations/Forensic Science.
 
Major Daniel Loughman Major Loughman was promoted from Lieutenant and has been assigned as
Commanding Officer of Internal Affairs; he most recently served in the Labor Relations Unit. A Trooper for 15 years, Major Loughman has served at Troop G in Bridgeport, as Sergeant at Troop L in Litchfield and as an investigator in Internal Affairs. He previously served in the Commanding Officer role at Troop L, Troop F in Westbrook, Troop H in Hartford and Internal Affairs. He has earned the agency Medal for Outstanding Service. Major Loughman holds a Bachelor’s Degree from the State University of New York – Oneonta.
